Description

•The Missouri Lottery Commission ("Lottery") is seeking information from vendors to assist in the development of a Request for Proposals ("RFP") for our field software program.

•THIS IS A REQUEST FOR INFORMATION ("RFI") ONLY. This RFI is issued solely for information and planning purposes — it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Lottery to contract for any supply or service whatsoever. Responders are advised that the Lottery will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

•The purpose of this RFI is to gather information from vendors regarding available solutions, features, support, and implementation options.

Background Information

•The Lottery is a Type III division of the State of Missouri, created to generate revenues for public education through the operation of a lottery pursuant to Article III, Section 39(b) of the Missouri Constitution and governed by Sections 313.200 through 313.351 of the Missouri Revised Statutes.

•The Missouri Lottery Commission is a constitutional body of the State of Missouri. It consists of a five-member commission that is appointed by the Governor with the advice and consent of the Missouri Senate.

•The Lottery began selling tickets on January 20, 1986. Fiscal year 2025 sales were $1.6 billion and the amount of profit transferred to education exceeded $337 million. Over the past 40 years, the Lottery has sold more than $34 billion in product and transferred $8.5 billion in proceeds to the state and public education.

•The Lottery's retailer network consists of 4,700 retailers and currently offers a variety of products, Scratchers, Powerball, Mega Millions, MO Millions, Show Me Cash, Pick 3, Pick 4, Cash Pop, Club Keno, and Pull-Tabs.

What We Are Looking For

•The Missouri Lottery is actively seeking information for operation improvement that can enhance field operations in several ways. Specifically, we want to understand how your software can support planning and optimization of sales representatives' routes and daily visits, as well as the ability to track retailer visits with notes, photos, compliance checklists, and promotional activity records. We are also interested in solutions that provide user-friendly dashboards and reporting tools for both sales representatives and managers.

•It is essential that the solution supports the ability to integrate seamlessly with our existing Lottery systems including sales data and retailer databases.

•Our sales team often works in areas with limited connectivity; therefore, offline capabilities with synchronization once reconnected and mobile capability are a must.

Information Packages and Presentations

•Please outline your solution and its features by providing an overview of your solution's core features, technical capabilities, and any unique strengths that make it well-suited for the Lottery environment. Please describe your mobile capabilities, including whether your application supports offline use and synchronization. We would appreciate a detailed overview of your reporting and dashboard options, as well as how your solution integrates with other vendors' systems.

•Please describe your Corporate Accounts solution, including the features it offers for reporting and tracking.

•Please provide you company's background and detail your experience with similar projects involving lottery, gaming, or related industries, such as consumer packaged goods, distribution, or field sales. Examples of similar customer implementations or case studies would be beneficial. We request that you provide your typical implementation timeline, your approach to training and onboarding, and the support you provide after deployment. Finally, while this request is non-binding, we ask for an overview of your pricing model, including how licensing, subscription, and support costs are typically structured.

•Vendors interested in making a presentation should submit their company name and contact information to the Lottery contact below by close of business October 31, 2025.

•Information packages should be emailed to the Lottery contact below by close of business November 14, 2025.

•All presentations will be virtual and will be conducted the week of November 17th, 2025.

•Open Records and Public Meetings Acts - all data, materials and documentation originated and prepared for and delivered pursuant to this RFI shall become the property of the Lottery and may be used as the Lottery deems appropriate. Said materials shall belong exclusively to the Lottery and may become available to the public in accordance with the Missouri Sunshine Law. However, the Lottery will make reasonable attempts to maintain, in accordance with all applicable laws, the confidentiality of any trade secrets or proprietary information identified by responders if such responders properly identify the particular data or other materials which are trade secrets or proprietary information in writing by page, paragraph and sentence prior to or upon submission to the Lottery of the data or other materials to be protected. All markings of identification must be conspicuous; use color, bold, underlining or some other method in order to conspicuously distinguish the mark from the other text. Do not mark the entire page if only portions of a page are protected. Responders should also state the reasons such confidentiality is necessary. However, under no circumstance will the Lottery or its employees be liable to any responder or to any other person or entity for any disclosure of any such trade secret or confidential information.
